Two kinds of provincial government
1.The relatively peaceful and loyal provinces to Rome were under proconsuls (Acts 13:7... “who was with the proconsul, Sergius Paulus, a man of intelligence. This man summoned Barnabas and Saul and sought to hear the word of God.”(NASB)) who were responsible to The Roman Senate.
2.The turbulent and hostile provinces were under the authority of The Emperor.
